Citizens Advisory Committees

1. Re-establishing Standing Advisory Committees

While event-focused groups like the seasonal Canada Day Committee organize important local festivities, township decision-making needs ongoing advisory support. Expanding beyond the scope of the Recreation and Culture Committee will ensure Council receives structured input across all major municipal responsibilities.

A Finance Committee, for example, gives the community a direct voice. Currently the budgetary process relies on a survey to receive community input. Our very capable senior staff prepare the proposed budget for the consideration of Council. Perhaps the Finance Committee would ensure a broader knowledge by the community in the pressures and challenges we face in our Township. Perhaps the Finance Committee would hold public meetings in the process.

2. Reforming the Committee of Adjustment

Operating under the Ontario Planning Act, the Committee of Adjustment holds regular hearings to adjudicate applications for minor variances and alterations to legal non-conforming land uses. When this quasi-judicial panel is made up solely of elected officials, political decision-making overlaps with statutory planning enforcement.

Proposed Structural Change

Reconstitute the Committee of Adjustment into a hybrid panel composed of qualified resident appointees and Council members, supported by non-voting Council liaisons.

• Independent Adjudication: Separates land-use rulings from political pressure, evaluating applications strictly against municipal planning frameworks, zoning bylaws, and the Planning Act.
• Fairness for Property Owners: Ensures all applicants and neighboring residents receive impartial hearings free from political considerations.

3. Implementation of Suggested Reform

To maintain seamless coordination between Council, municipal staff, statutory boards, and advisory bodies, the following protocols will be applied:

Open Recruitment

Establish an open, merit-based application process ensuring balanced geographic representation across all wards in Greater Madawaska.

Terms of Reference

Draft explicit Terms of Reference for each advisory body, defining its scope, reporting timelines, staff support levels, and meeting schedules.

Statutory Training

Mandate orientation on the Planning Act, municipal planning frameworks, and procedural fairness for citizen members on the Committee of Adjustment.

Accountability & Ethics

Require all appointed citizen members to adhere to the Municipal Code of Conduct and Municipal Conflict of Interest Act.
