Bill Beacham: Candidate for Mayor

Township of Greater Madawaska

I am a life-long resident of the Ottawa Valley and have lived in Calabogie for the past 22 years. With a career spanning more than 50 years in accounting, finance, business management, consulting, and community leadership, I bring extensive experience in fiscal oversight, governance, strategic planning, and public service.

Professional Experience

Leo Adams Investments Inc. (2003–2023): Vice-President and General Manager of a private investment company specializing in venture capital and equity financing for technology-based start-up companies; commercial real estate.

Highlight: Seconded as CEO of subsidiary company DominKnow Inc., a recognized leader in the eLearning industry for 5 years during this time. Extensive international experience.

MacKillican & Associates (1998–2003): Senior accountant providing accounting, taxation, auditing and consulting services, working with municipalities, hospitals, school boards etc.

Highlight: Served as financial and organizational consultant to municipal Transition Boards during the 2000 Ontario amalgamations, in particular those for the new municipalities of Bonnechere Valley and Whitewater Region.

Concorde Inc. (1991–1998): Vice-President of an organizational consulting and conflict-resolution firm serving government and private-sector clients.

Highlight: Was introduced to Calabogie and Greater Madawaska serving as the COO of Calabogie Lodge to assist the Cloutier and Wallace families in preparing this most successful business for acquisition.

Additional Experience: Held senior financial and management roles in food services, real estate, aviation, and public accounting.

  • Founding Director and long term Treasurer for the Canadian International Institute of Applied Negotiation
  • Founding Director and initial President of Greater Madawaska Seniors Housing Corporation
    • worked with fellow residents throughout the Municipality in the logistics and development of a comprehensive application for Provincial funding for a Seniors residential facility
  • Past Chairman, Planning Advisory Board, City of Pembroke
    • many years experience in zoning matters
    • participated in developing a new Official Plan for the City
    • served on the Committee of Adjustment
    • member of Property Standards Committee

Closing Statement

I am seeking the position of Mayor simply to “pay back” and serve my community. As a Township we are facing accelerated development and we need to ensure our decisions are careful in protecting our heritage and fiscal position while allowing for measured progress. I am not aligned with any developer or special interest group. My management style will be consensus building with full transparency and accountability and my guiding principle will always be what is in the best interests of all residents of Greater Madawaska.

I am committed to bringing practical leadership, financial accountability, and strong community values to municipal government. My background in business, governance, and volunteer service reflects a lifelong commitment to supporting local communities and responsible decision-making.
